Community Overview

Marshall is a town of roughly 800 residents with a historic downtown situated along the French Broad River. As the county seat of Madison County, it serves as a cultural and economic center for the surrounding rural area and is home to generations of families, farmers, artists, and small businesses.

Post-Helene Challenges

Hurricane Helene caused catastrophic flooding in Marshall, with the French Broad River reaching historic levels and inundating downtown. Buildings were filled with thick mud, some structures were damaged beyond repair or swept away, and the town experienced significant economic disruption as fall tourism came to a halt.

In the immediate aftermath of the storm, residents and local organizations led extensive cleanup and relief efforts. The Appalachian Design Center is now supporting longer-term recovery in Marshall by assisting with planning and design related to public infrastructure, safety, and key community assets. ADC’s role has focused on helping the community explore options, facilitate engagement, and prepare projects that can move forward as funding decisions and recovery pathways become clearer.

  • Town of Marshall: Led by Mayor Aaron Haynie, the town government is directing infrastructure repairs and relocation initiatives.
  • Community Housing Coalition (CHC) of Madison County: Serving as the long-term recovery group for housing, CHC is partnering with ADC on affordable housing developments.
  • Downtown Marshall Association (DMA): Leading business support, recovery meetings, and special events to maintain community spirit.
  • Mountain Valleys Resource Conservation and Development Council (MVRCD): Spearheading riverbank stabilization and restoration efforts throughout the town.
  • Every Angle Inc.: A private partner collaborating with ADC on flood-resilient housing and site planning for the River Island Gym.
